The beginning of this tune - especially the first couple of bars, bears a strong resemblance to the air "O'Carolan's Draught", by Irish harper Turlough O'Carolan - 1670-1738. Justice Balance (with one "l") was a character in a restoration comedy called "The Recruiting Sergeant" written by Irish playwright George Farquhar in 1706. I wonder which came first? The tune also appears under this title in "A Compleat Collection of 200 Country Dances" - 1780
